CNN) -- Two apparent tornadoes on Monday destroyed several homes in southeastern Virginia, killing at least one person, city officials said.

The pair of twisters touched down just before 4 p.m., damaging scores of homes, stores and cars and downing dozens of trees, said Suffolk city spokeswoman Dana Woodson.

Video showed roofs torn off homes, cars flipped over, trees snapped in two and a caved-in section of a newly constructed shopping center.

A tornado warning over the area remained in effect Monday evening.

More than 20 homes were destroyed in Suffolk and people may have been trapped inside the shopping center, said Jeff Judkins, the city's emergency management coordinator.

He said there also were reports of people trapped inside their cars. It's the worst damage he's seen in the area, he said.

An emergency shelter will be open by Monday night, Woodson said.

Officials initially reported a fatality, but later determined that it was unrelated to the storm, she said.
