Just because these folks may live in low-income areas doesn't necessarily mean they don't have money. Lots of cultures place much lower value on personal property vs. having money in the bank. I had a friend who sold rather expensive items door to door. He swore he did his best business in lower middle-class neighborhoods. He told me that lots of other salesmen went to the ritzy neighborhoods only to find people up to their necks in assets and credit card debt and no money in the bank.
