Premature to what? Why do you think the insurgents are fighting? To get us to leave.

I think a premature pullout would be one that is sudden and large and takes place before they have their own military rebuilt. If the international forces were to drop everything and pull out now, they'd be leaving behind a mess that they partly created and do have some responsibility for cleaning up. They need to make good on what they have promised to the Iraqi citizens before they can pull out in good conscience.

Or, they need to get the military and political leaders together, get things rolling in a big way to get their own military stable again, and then leave with a plan to return and help them with the rebuilding and humanitarian efforts when they've got the insurgents under control and it's not a danger to be there.

Either way, I think it would be a poor decision to just withdraw based on a certain date regardless of the situation. JMO
